Victor CSD construction update: phase 1 schematic design shows roughly $18.5M estimate; district out for multi-phase project authorized by referendum

"The referendum that was passed was 99,419,031," project presenter George Spinaras told the board, citing the voter-authorized total project amount.
Scope and phase estimates
Campus Construction and design staff described three project phases and offered current cost estimates at the schematic-design or conceptual stage:
- Phase 1 (schematic/SD progressing to design development): construction estimate about $14.8 million, construction contingency about $870,000 and an incidental budget just under $3,000,000 for a total estimated Phase 1 cost near $18,500,000. Work listed for Phase 1 included PA/clock upgrades districtwide, selective roof replacement/restoration at the intermediate and secondary campuses (total square footage estimates subject to change after inspections), turfing of Field 7 with an ADA-accessible sidewalk, and renovations to the Victor Learning Center and the operations center to support CTE programming. - Phase 2 (conceptual): current construction estimate approximately $41,000,000, contingency near $3,000,000 and incidentals near $10,000,000 for a current conceptual total shown near $54,113,456. - Phase 3 (conceptual): current total in conceptual planning just over $29,000,000 (rough construction estimate ~ $22,000,000 plus contingency and incidentals).
Schedule and approvals
Design development for Phase 1 will be submitted to state facilities planning (SED) on May 30; the team projected a Phase 1 bid opening in January 2026 and construction start in summer 2026. Phase 2 schematic submissions and subsequent design-development milestones were also outlined with a target of construction documents in early 2026.
Supply chain and contingency
When board members asked about supply-chain and escalation risk, Spinaras acknowledged exposure: "At this point I pretty much have to say yes. With everything going on with tariffs I would be foolish not to. ... We do have a pretty healthy contingency and an escalator for the next foreseeable future. So we carry it about 22% at this point." He said alternates and value-engineering discussions would be used during design and bid phases to manage costs.
Why this matters
The project is funded by the voter-authorized referendum and will touch roofs, building systems, athletics fields and CTE space; its scope and schedule will affect summer construction windows and future operating plans.
