Milwaukie planning commission elects Edge chair, Gratrick vice chair; staff previews April meetings and middle-housing update

The Milwaukie Planning Commission on Tuesday unanimously appointed Commissioner Joseph Edge to serve as chair for the remainder of 2025 and Commissioner Lisa Gratrick as vice chair.
The vote followed remarks from Edge and Gratrick offering to serve in the officer roles. Chair Jacob Sherman, who had served as chair for two years, said he welcomed a change in leadership and thanked members as he stepped back from the chair role. The motion to appoint Edge and Gratrick passed without opposition.
Commissioners also used the meeting to preview upcoming planning department items and community engagement activities. Planning manager Laura Weigel told commissioners the commission will host a joint meeting with neighborhood association leaders and others on April 8 that will include a Land Use 101 briefing, a staff update on large projects and a report on local middle-housing production (duplexes, triplexes, fourplexes and cottage clusters). Weigel said the city has logged roughly 100 middle-housing units either built or permitted since local code work enabling that housing type was adopted, and staff will present a high-level summary at the April 8 meeting with a virtual option and recording available.
The commission also was reminded that an April 22 meeting will include a technical natural-resources code update; staff recommended commissioners read background materials in advance because the update contains detailed code changes.
Other administrative business included approval of the Feb. 11, 2025 meeting minutes (unanimous) and the staff note that the planning commission also acts as the Community Involvement Advisory Committee; staff announced an April 8 discussion of that committee’s role. Commissioners and staff briefly noted the recent city parks openings and attendance at community events.
Ending: Edge and Gratrick will serve as chair and vice chair until the commission’s next officer election; staff will circulate materials for the April meetings and notify the public about virtual participation options.
