Hunt County delays vote on Wolf Creek Municipal Management District, schedules reconvening

Hunt County Commissioners Court discussed — but did not adopt — a resolution consenting to the legislative creation of the Wolf Creek Municipal Management District (MMD) on March 11, 2025. County staff described the measure and the court voted to recess the meeting until 1 p.m. on March 12 to allow time for negotiated language to be finalized before the state deadline for local bills.

County staff member Daniel told the court the resolution would consent to a local bill the developers plan to file in the Texas Legislature and explained the intended scope: "This is a special district that, the owners of several thousand acres Northeast of Greenville are, planning to file, in the legislature, seeking, legislative approval ... to establish a special district that would allow that that group to work with local utility providers and with lenders to, borrow money against future sales tax and property tax income in order to build out horizontal infrastructure like roads and ... water, sewer, electric, Internet." Daniel said the developer is a group that has completed similar projects elsewhere in Texas and that the county had received a proposed bill late the previous night.

Daniel and other speakers stressed timing and wording concerns: the legislature imposes a tight filing deadline for local bills, and the county's consent could be included with the bill if the county adopts a resolution prior to the Friday filing. Daniel advised several options: vote on the version before the court, vote contingent on what Greenville adopts, adjourn and call a special meeting, or recess and reconvene with a specific date, time and location. The court chose to recess. Commissioner discussion focused on scheduling; several commissioners said tomorrow (March 12) would work and they set 1:00 p.m. as the reconvening time.

Policy considerations raised in the discussion centered on long-term emergency services and water availability. Daniel said a primary policy difference between an MMD and other special-district forms is the role the city would play in negotiating emergency services: an MMD could allow the city "a more direct guiding hand, in negotiation of police and fire and emergency response," while an alternative such as a municipal utility district (MUD) could rely more heavily on ad valorem tax revenue for emergency services and provide less guaranteed emergency response funding. Daniel also described the project's geography: roughly 2,000 acres northeast of Greenville, about 700 of which are inside Greenville's extraterritorial jurisdiction.

The court voted to recess the meeting until March 12 at 1:00 p.m. in the same location; the motion passed with a second and a voice vote of "aye." No formal vote was taken on the text of the resolution consenting to the creation of the MMD during the March 11 session. Commissioners and staff said they expect Greenville city council to act on a related consent tonight and that language is still under negotiation between counsel on both sides.

Why it matters: County consent could be included in the legislative filing and may increase the likelihood of the legislature approving the developer's request; the choice affects who negotiates police, fire and infrastructure agreements and how new development would be financed.

Next steps: The court reconvenes March 12 at 1 p.m. to consider the resolution after the county and the City of Greenville have had additional time to align statutory language and negotiation points.
