The Board of County Commissioners approved Resolution 242564 to establish the San Juan County "Beautiful Business Pledge," a voluntary program that invites local businesses to partner with the county on roadside beautification and cleanup.
Nick Perrell, Public Works director, told the board the program builds on existing county beautification work and a newly awarded NMDOT Kay Linda grant. "Our funding for year 1 totals $139,000 which is by far the largest award we've received, directed exclusively to beautification programs," Perrell said during his presentation.
Perrell said the county considered a traditional adopt‑a‑highway program but instead proposed a business‑facing pledge because private businesses occupy significant lengths of roadway frontage. The pledge, as presented, is non‑enforceable and intends to offer incentives for participation — window stickers, cleanup supplies and social‑media recognition — rather than regulatory penalties. Julie Krause, the county’s community beautification coordinator, will lead outreach to recruit participants.
Perrell described the proposed scope in practical terms: with roughly 243 licensed businesses on file in the county, and a suggested voluntary commitment of about 500 feet of frontage each way, the program could cover dozens of miles of county road frontage if participation is high.
Commissioners discussed outreach tactics and clarified that businesses located inside city limits may still participate; Perrell and others said the program will welcome city businesses and leverage existing civic partners for events.
Commissioner motioned and seconded approval. The chair called the question: "All in favor? Opposed? Hearing none, motion carries," and the resolution was adopted.
County staff said supplies and outreach for the first year will be funded by the Kay Linda grant and that the county will provide an annual report on the program’s first‑year activities.
Resolution 242564 was approved as presented; staff will return to the board with a year‑one synopsis of results later this year.
