Committee approves broad consent slate including utility, public-works and license measures

The Committee of the Whole on March 11 approved a broad consent calendar that included professional-services addenda, equipment purchases, right-of-way transfers and multiple licensing and settlement items.
The consent agenda included ordinances authorizing an addendum to a professional-services agreement for employee-training software (2025-098), replacement parts for a boiler feed pump (2025-099), tuning services for Unit 4 (2025-100), payment of transmission schedule fees to Midcontinent Independent System Operator (MISO) via The Energy Authority (2025-101), jurisdictional transfer of portions of Cokie Mill Road and Cobblestone Lane to the city (2025-102), subdivision variances and approvals for Wabash Park (2025-103–105), a letter of intent for milling and resurfacing Wabash Avenue, Stanford Avenue and MacArthur Boulevard (resolution 2025-105), and multiple Illinois Highway Code/MFT items and construction engineering agreements related to the Eighth Street bridge over Spring Creek (2025-106, 2025-107).
General-city items approved on consent included payment to resolve a workers’ compensation claim for Timothy Boltz (2025-108, $39,123.75), adjustments to city liquor licenses for several businesses (2025-109–113) and acceptance of a purchase proposal for the former Fire Station No. 8 at 2051 W. Monroe St. (RFPSC 25-47, 2025-112, $100,000). The committee also approved an amendment to the city’s commercial casualty insurance program (2025-113) and an amendment to the Springfield Central Area TIF redevelopment area (2025-114). Workers’ compensation settlements involving a former firefighter were also approved (2025-117, amount not to exceed $200,000).
Most items were approved by voice vote on motion and second; the meeting minutes record the roll call or vocal “Aye” without numerical tallies. Questions on particular items were brief and handled during the meeting’s discussion. For example, Alderman Notriano asked for clarification and backup materials on the MISO transmission fees (2025-101), and staff responded with an explanation of tariff- and load-based fees.
Several public-works and MFT-authority items will proceed to contract or bidding steps as described in the agenda material; specific contract documents and construction schedules were discussed or deferred to administrative staff.
