Elizabeth Grant, staff member presenting the Planning Department item, told the Finance meeting that a bid opening for stream crossings and fencing at a preserved farm at 44 Ponderosa Road in Lower Frankford Township produced two respondents, but only one qualified bid.
Grant said the eligible bid came from Capitol View Excavating and Paving for $129,238, which falls within the engineer’s estimate range of $120,000 to $150,000. The project is phase 1 of a two‑phase improvement tied to National Fish and Wildlife Foundation funding, Countywide Action Planning funds and work with the Conservation District; staff said phase 2 will be issued later this summer and the phasing is driven by funding term constraints.
A commissioner moved to issue notice of intent to award and to award phase 1 to Capitol View Excavating and Paving, subject to solicitor, Conservation District and Planning Department approvals; the motion was seconded, and the board voted in favor. The meeting record shows the motion was moved and seconded and approved by voice vote.
No additional dollar amounts beyond the $129,238 contract award were presented at the meeting, and staff said the second phase timeline is under active coordination between the engineer and the Conservation District.
