Staff recommended awarding the contract to the low bidder, authorizing the city manager to execute the agreement and adopting a budget amendment to accept the NCDOT funding.
Council asked whether the funds were state rather than federal; Dirk confirmed the earmark is state NCDOT money and that staff expects the funds to be available. No formal award vote was recorded at the work session; staff presented the recommendation for council action at an upcoming meeting and requested authority for the city manager to execute the contract if council approves.
