Val, a city staff member, asked council to consider a resolution authorizing eminent domain to acquire an easement on property at 3538 Rock Hill Church Road owned by Marlene Markey. Val said the easement is necessary for construction of a 100 kilovolt (kV) transmission line and that the easement area is 0.127 acres with an estimated value of $2,377.01. Val said an appraisal has been ordered to verify the valuation.
Staff reported they have obtained signatures on 42 of 45 properties along the transmission line route and said three remain. A staff member identified as Alex said one of the remaining parcels already has an eminent-domain filing and that one remaining parcel involves a title issue and another involves two names on the deed, with a co-owner out of the country.
Council members asked whether this easement is the last piece needed for the transmission-line route; staff said they were still working through the remaining properties and had already filed on one of them. No formal vote on the resolution was recorded during the work session; staff presented the proposed resolution for council consideration and said they would return with the draft resolution for formal action.
