Fillmore council declares Well 7 emergency over, ratifies pump contractor contract and accepts repair work

Public Works staff reported on March 11 that emergency repairs to Fillmore’s Well 7 are complete and that the council should ratify the contract with the pumping contractor and determine the emergency has ended.
Public Works staff described what they found after pulling the well: heavy scale and biosolid buildup, pitting of carbon-steel components and wear on pump bowls and screens. "This is carbon steel. Correct," a staff member identified when showing images of the corroded pipe and intake. Staff said the well’s screens and piping were cleaned, components rebuilt where necessary, and a temporary rental pump was used during the work.
Why it matters: Well 7 reduction in capacity earlier this year required emergency action to protect the city’s water supply. Staff said they toggled production and used other operational adjustments while arranging the downhole inspection and repairs.
Contract and costs: The council ratified the contract award to General Pump Company Inc. for an amount not to exceed $244,015 to install a temporary rental pump and rehabilitate Well 7 and authorized staff to file a notice of completion and to release final payment after the 30‑day lien period. Staff reported a contractor final cost lower than the contingency amount; the work included an additional roughly $2,500 electrical splice performed by an electrical subcontractor.
Council action: A council member moved to receive the report, ratify the contract and determine the emergency has ended; the motion carried on a voice vote with no opposition. Staff will record the notice of completion and release retention at the end of the 30‑day lien period.
Operational follow-up: Public Works staff said the episode highlighted the need for a proactive maintenance program. The department will work with the contractor to develop a scheduled maintenance plan and to monitor SCADA metrics for early warning signs, staff said.
Ending: The council accepted the staff report and authorized the administrative steps to close out the emergency contract; staff will return documentation of the notice of completion and will propose a well-maintenance schedule for future council consideration.
