Manager unveils draft capital budget process; borough names new parks and recreation director

Graziani said the capital budget will be released in multiple drafts (April, May, June) with a public posting and hearing in July and a goal of adoption in August. The manager said staff are reviewing prior capital purchases and noted the process will align with operating budget planning, including decisions about the public works facility and a five-year fire agreement that will influence capital priorities.
“We have a lot of work to do to get that. The goal is to adopt in August,” Graziani said, describing the draft schedule and staff participation. He told council the capital budget effort will include multiple drafts and that council will have months to provide feedback before adoption.
Graziani also introduced Paul, who has worked for the municipality 23 years, as the borough’s new Parks and Recreation director and said Paul will work with staff on department objectives and implementation. Paul thanked council for the support.
Council members were invited to review drafts and provide feedback; staff said the capital budget will be iteratively updated and provided to council members in three-ring binders for review.
