Board members raised concerns about the number of transfers in some programs and asked how the district monitors potential recruiting. Athletics staff said the district can investigate internally (contacting players to determine whether a coach or other party solicited them) and can refer matters to the Utah High School Activities Association (UHSAA), which reviews petitions and eligibility. "If you feel like there is recruiting happening...that would be us that would investigate, but you would...also report through UHSAA," staff said. The presenter noted club sports and youth club relationships complicate patterns because athletes often follow club teammates or coaches to new schools.
