Putnam County personnel committee approves transfers to extend temporary clerk, reclassify youth aide

PUTNAM COUNTY, N.Y. — The Putnam County Legislature’s personnel committee on March 11 approved several personnel-focused budget amendments intended to shore up short-term staffing and recognize ongoing duties in youth and child support programs.
Trish McLaughlin, director of real property, asked the committee to approve a budgetary transfer to extend a temporary part‑time clerk, Mary Cancellary, through the end of the year. McLaughlin said Cancellary returned to help the office through the county’s tax billing cycle after an abrupt departure and that Cancellary’s title‑search background and experience with deeds improved the office’s capacity. “She’s just been an amazing addition to our department,” McLaughlin said.
The committee approved the transfer by motion. McLaughlin told legislators Cancellary is being retained at 12 hours a week and that the transfer will cover her through the end of 2025; committee members noted the action has no fiscal impact for 2025.
The committee also approved a budgetary amendment reclassifying an existing temporary youth aid to a part‑time youth program specialist at the employee’s current 28 hours per week. Committee discussion said the specialist oversees the county youth business market, the holiday market and arts programs; funding for the change will come from an employee vacancy/maternity payroll savings line and from repurposed existing dollars.
Separately, the committee approved a salary amendment for a child support specialist after the child support collection unit’s coordinator retired. Committee documents and discussion show a long‑tenured deputy handled the coordinator duties from Jan. 1 through Feb. 24; the approved amendment provides reimbursement for that fill‑in work.
The committee also voted to table one item at the request of the Department of Social Services. Two items listed as FYI — the county accident report and the incident report — were presented for review with no action required.
The committee accepted the minutes of its Dec. 10, 2024 meeting and adjourned after completing the listed business.
