Tompkins County to apply for state infrastructure grant to advance South Works housing project

Tompkins County will submit an application to New York State's County Infrastructure Grant program on behalf of a shovel-ready housing project in the South Works area, the legislature approved on Feb. 18 (Doc ID 13080).
Housing and Economic Development Chair Greg Mezey told the legislature the selected applicant is the Woods/Shift Capital project; county staff and a review team scored several proposals and recommended the South Works project because it is "shovel ready" and would unlock municipal infrastructure for additional development.
Mezey said the selected proposal directly supports 69 units of affordable housing and 24 additional units for a total of 93 units. He described the submission as a first phase that could enable hundreds more units by connecting sewer, roads and utilities across the site.
Megan (county planning staff) confirmed the county is serving as the applicant; if awarded, funds would be passed through to the project sponsor to pay for infrastructure work that enables the housing.
The legislature voted to submit the application and authorized county staff to proceed with the required materials. The vote on the resolution in committee was unanimous; the floor vote passed without recorded opposition.
