Commission approves $29,900 subrecipient agreement with Halifax Urban Ministries for Hope Place services; staff clarifies sidewalk funding is separate

The Ormond Beach City Commission on a roll-call vote approved Resolution 2025-49, authorizing a community development subrecipient agreement with Halifax Urban Ministries Inc. to provide homelessness-prevention services at Hope Place in Daytona Beach in the amount shown in the agreement: $29,900.
The item was pulled from the consent agenda by Commissioner Kristen Deaton for clarification after a public commenter, Jennifer Bright, noted language in the agenda packet that combined a $29,900 Hope Place distribution and a separate $169,000 sidewalk replacement in a single summary line. Bright asked, "Why is the city putting in a sidewalk replacement under the title of a homeless shelter? Does this mean the city will no longer be funding 1 step facility or is this money in addition to?" She also questioned other procurement items on the consent agenda.
Claire Whitley, assistant city manager, told the commission the summary language created confusion. "The title of it accurately reflects what we're doing and those attachments for the Hope Place agreement are attached. There is noyou're not voting on anything related to sidewalks with this item. [The sidewalk project was] already approved," Whitley said. She explained the sidewalk replacement is a separate Community Development Block Grant (CDBG) project that had been previously approved and that the Hope Place distribution is a distinct subrecipient agreement for homelessness-prevention services.
After staff explanation the commission took a roll-call vote. City Clerk Susan Dauteris recorded the votes: Commissioner Deaton: Yes; Commissioner Bridal: Yes; Commissioner Tolland: Yes; Mayor Jason Leslie: Yes. The item passed 4-0 with Zone 2 Commissioner Travis Sargent absent from the meeting.
The staff report attached the Halifax Urban Ministries agreement and the subrecipient payment; staff said they will bring a revised version of a pulled consent item (8g) back to a future commission meeting.
The commission did not alter the dollar amount for the Hope Place agreement during the discussion. The packet did not contain further breakdown of the CDBG sidewalk line within the Hope Place agreement cover sheet; staff stated the sidewalk project is separate and already approved by the commission.
