Supporters said the report creates a consistent, data-driven starting point for departments. Amanda Champion, chair of the Government Operations Committee and a county legislator, said, "It's all about data. It's about who are we hiring? Who are we not hiring? Are they men? Are they women?" Champion moved the resolution; Susan Curry seconded.
