Workforce office reviews 2024 outcomes and wins committee approval to apply for reentry-to-manufacturing grant

Warren County workforce staff reviewed the department’s 2024 activities and secured committee approval Feb. 28 to apply for a grant to pilot a program that would train formerly incarcerated residents in manufacturing skills and connect them to local employers.
Liza, workforce staff, summarized the 2024 report and said the workforce system is primarily federally funded through the Workforce Innovation and Opportunity Act (WIOA). She told the committee that in 2024 the workforce office helped sponsor about 80 people through training programs, including 36 CDL A and B licenses; roughly half of those CDL participants were municipal employees. Liza said the department used ARPA dollars in prior years to pilot two positions now being funded by other sources and described continued support from county funding of $100,000.
On the grant proposal, Liza said the plan is to partner with the planning department and the sheriff’s office to pilot a manufacturing‑skills training pipeline for individuals with prior incarceration and then connect graduates with local manufacturers. The committee voted to authorize staff to submit the grant application.
Liza also reviewed youth programming, summer employment, GED classes and virtual workshops that reached roughly 2,200 participants in 2024 through shared Capital Region Career Center programming. She said the workforce office will convene a housing task force in March and continue technical assistance to municipalities and employers.
