Warren County planners won committee permission Feb. 28 to resubmit an application to the Northern Border Regional Commission (NBRC) Catalyst Program to support implementing components of the Warren House Fish Hatchery master plan in Warrensburg.
The committee voted to authorize staff to update and resubmit the application after a debrief indicated the county’s prior submission was “in the top 10% of applications,” but fell “just over the line,” according to Ethan, planning department staff. Ethan told the committee the team intends to file a revised request and seek the NBRC’s typical 80% federal, 20% local match.
The resolution approved by the committee explicitly authorizes staff to submit a revised NBRC Catalyst Program application and sets a maximum local match at $210,000. Ethan said that amount “will likely go down” if the county is able to use funds already committed to other county projects — for example, a roof upgrade on a county-owned factory building — as part of the local match.
Committee members discussed timing, noting that if the county’s capital work and the NBRC announcement schedule align, previously budgeted improvements could be leveraged toward the required local match. No separate financial appropriation was enacted by the committee at this meeting.
The vote was taken by voice; the committee approved the resolution. The planning department said it will proceed with the revised application and return to the board with any required contract documents or grant awards.
