Altamonte Springs adopts amendments to general employee and police pension plans

The Altamonte Springs City Commission on Jan. 21 adopted two ordinances revising terms in the city's pension plans for general employees and police officers.
The measures, Ordinance No. 18-28-25 and Ordinance No. 18-29-25, passed unanimously on second and final reading. The ordinances revise definitions, adjust vesting and separation-from-service provisions, clarify coordination of benefits for employees who transfer between plans, and revise the sections that govern distribution of benefits and cost-of-living treatment.
The general employees measure (18-28-25) amends multiple sections in Chapter 2 of the city code including retirement definitions, an opt-out subsection, coordination of benefits when an employee moves between plans, and the section titled Distribution of Benefits (renumbered). The police officers measure (18-29-25) similarly revises definitions, coordination of pension benefits for transfers between plans, vesting and optional benefit forms, and cost-of-living language.
Both ordinances were presented as public hearings with no speakers in the chamber. The City Clerk read the titles for the record before the commission voted.
Votes at a glance: Ordinance No. 18-28-25 (general employees pension) and Ordinance No. 18-29-25 (police officers pension) each passed on roll-call votes with Commissioners O'Malley, Reese, Tierney, Bruncheon and Mayor Bates voting yes.
The ordinances include a business impact estimate, provisions for conflicts and severability, codification language and corrections for scrivener's errors. The ordinances take effect as specified in each measure.
