District 4 residents push to fund Randallstown library/rec center, Woodley Avenue Park and Reisterstown Main Street

Councilman Julian Jones and County Executive Kathy Klausmeier highlighted recent and planned investments: Klausmeier said the county has allocated $10,000,000 of local funding and secured $31,000,000 in state funds for a future Baltimore County library and recreation center at 8212 Liberty Road and that the project is in the design phase. Klausmeier also referenced more than $5,700,000 in recreation and parks funding for District 4, including $33,000,000 for a Northwest Regional Splash Pad and $2,600,000 to revitalize Rockdale Park.
Mary Molinaro of Reisterstown Main Street asked the county to include funding in FY26 to begin design and planning for Woodley Avenue Park and to increase support for Reisterstown Main Street to manage growing revitalization needs such as facade improvements, public art and streetscape work. Molinaro said her organization is prepared to repurpose $100,000 in capital funding it was awarded, but needs county support to move to design.
Klausmeier said the county is “continuing to invest in a future Baltimore County Library and Recreation Center at 8212 Liberty Road” and tied the library project to access to fresh food, noting a forthcoming Grocery Outlet at the site.
