Board approves SEQR negative declaration and bond authorization for 1153 Burgoyne Avenue reconstruction

The Washington County Board of Supervisors voted to adopt a SEQR negative declaration and to authorize bond financing for a reconstruction project at 1153 Burgoyne Avenue in Fort Edward.
Bond counsel explained the county prepared a short environmental assessment form (EAF) because the project includes a 20,000-square-foot resurfacing expansion that removes it from a Type 2 exemption. Counsel said engineers answered the EAF questions and recommended the board find no or small impacts, allowing the board to adopt a negative declaration. The board then approved a serial bond resolution to finance the project.
Bond counsel read the SEQR process and the 11 EAF part 2 questions aloud and asked supervisors to indicate whether impacts would be "no or small." Counsel said engineers concluded that none of the items identified would generate a moderate or large environmental impact and that, accordingly, the board could adopt a negative declaration and proceed. "If any of the questions are answered moderate to large impact, we may have to then evaluate that and go through a long form EAF and have additional environmental analysis done," bond counsel said during the presentation.
Supervisors registered affirmative votes on the SEQR resolution by roll call. The board then proceeded to the serial bond resolution, which required and received a roll-call vote and the two-thirds majority specified in the resolution notice.
The measures taken: (1) the board completed the SEQR short EAF review and adopted a negative declaration (resolution 55); (2) the board created the capital project (resolution 36) and (3) the board adopted the serial bond resolution to finance the work (resolution 56). The transcript shows the board approved the SEQR finding by roll call and later approved the serial bond resolution by roll call with the required supermajority.
The board did not direct further study during the meeting. Bond counsel and county staff noted that if any subsequent information shows moderate or large environmental impacts, the county would be required to perform a more detailed EAF and additional study before construction could proceed.
The project will proceed under the capital project and bond authorization adopted; timing, contractor selection, and detailed engineering steps were not resolved at the meeting and were not specified on the record.
