Committee rejects noncompliant truck bid, moves forward on multiple vehicle, materials and tree contracts

The Washington County Public Works Committee on March 4 rejected a noncompliant bid for one procurement lot and approved multiple other vehicle, equipment and materials contracts, including a tree-removal contract.
Committee members voted to reject bid 2025D after staff said the submission did not meet bid requirements (committee discussion cited an issue with the cab specification). Following that rejection the committee approved the next eligible bid in the sequence, described in the agenda as bid E, and then moved to award additional vehicle and equipment lots labeled F, G and H. The motions passed by voice vote.
The committee also approved awards for the annual material bids (several grouped lots numbered in the packet). Members opened portions of the material bids over consecutive days to shorten the meeting and then approved grouped lots 10 through 15 and later lots 4 through 9, following staff recommendations.
Separately the committee awarded the county's tree-removal contract to Bill Dornan at a rate of $200 per hour. Staff said the bid includes required details of services to be provided and that county crews will provide trucking, chipping and traffic control; committee members noted the county will stop work when the line-item budget is exhausted and that wood is offered first to landowners and then to county wood sheds per county practice.
Committee discussion also covered the weights-and-measures truck and other purchases that either were included in the adopted budget or had been approved at the previous meeting; staff noted items under $50,000 do not require a separate resolution. Members moved to accept the recommended awards and the motions carried by voice vote.
On concrete and ready-mix supply, committee members and staff discussed a separate issue: a change in state specifications that moved design responsibility to suppliers, which led to no bids for the county's concrete lot. Staff said the county will rebid concrete using prior state specifications to obtain needed material.
The committee recorded motions and carried each by voice vote. No roll-call tallies were given in the committee minutes excerpted at the meeting.
