Committee members voted to move remaining funds from the consultant line into a dedicated capital project account for the sewer work. Committee staff said roughly $83,000 remains in the project account and that, when complete, the county expects to receive about $50,000 in grant reimbursement tied to the work. The motion to set up the capital project and amend the budget carried without recorded opposition.
In a separate action the committee recommended that the Board of Supervisors declare lead agency and circulate the project's Environmental Assessment Part 1 for a 30-day public review period, an initial step in New York's State Environmental Quality Review (SEQR) process. County staff said the county will return with a SEQR determination after the public comment period; they indicated they expect a negative declaration but noted timing could push the formal determination to the May meetings.
Committee members discussed the timing and that the step is intended to give the community an opportunity to review the assessment. There was no formal vote recorded on the substance of a negative declaration; the committee's action was to send the lead-agency recommendation and environmental assessment forward to the full board for its decision.
The motions were presented during the committee's regular business; both carried with the committee indicating "aye" at the roll call.
