What the council approved
- Ordinance (third reading): ban on "work camps" in the Unified Development Code. The council adopted an amendment removing the land-use term and prohibiting work camps within city limits. The measure passed on third reading; supporters cited neighborhood concerns, particularly from residents in Harmony Meadows.
- Resolution: Cheyenne Parks & Recreation Master Plan 2025. The council adopted the master plan and approved an amendment to include Appendices A, B and C (work papers and source material used to prepare the plan). Council members noted the document is a visionary guide rather than a guarantee of immediate projects.
- Cooperative agreement (grant): DEQ Section 319 nonpoint source grant for Kiwanis Park. Council approved a cooperative agreement with the Wyoming Department of Environmental Quality for $112,904 to assist construction of the Kiwanis Park trail and constructed wetlands.
- Contract awards: emergency snow-control on-call contracts. The council accepted bids from S & S Builders, Full Tilt and Knight River for as-needed emergency snow control, not to exceed $300,000 over three years; contractors are paid only when used.
- Vouchers and routine business. The council approved the voucher report and asked staff to provide details about a rebranding vendor line item ($14,525) and the total rebranding budget, which staff reported as approximately $64,605.
Meeting process and next steps
Most items were forwarded from committee with recommendations and passed without extended debate. For the parks master plan the council added appendices that contain supporting studies and data; staff said the appendices will be published with the plan. For the DEQ grant and the snow-control contracts, staff will complete standard contract steps and begin implementation according to grant and procurement rules.
