Committee moves rider for Texas Southern University law school into Article 11 after member request

Senator West asked the committee to sever and place the rider in Article 9 for a vote, citing past precedent for assisting institutions with health‑and‑safety renovation needs. The chair and members discussed options; the chair offered to move the rider into Article 11 as a courtesy to allow further consideration.
"I will move to put it in Article 11 at this time," the chair said. With no objections, the committee ordered the rider placed in Article 11 for further consideration and potential adoption. The committee did not adopt the rider during the excerpted proceedings; the action recorded was the ordering of the rider to Article 11 for committee consideration during bill production and review.
LBB staff and committee leadership noted that if members wish to vote on the rider it can be severed and considered in the appropriate article during final consideration.
