George Juke of the Legislative Budget Board presented the Article 7 package, which the committee adopted as a group after no objections. "My name is George Juke. I'll be laying out the decisions for Article 7," he said at the start of the presentation.
Adopted items presented by Juke included technical adjustments for performance measures at the Department of Housing and Community Affairs, cost adjustments for the Lottery Commission tied to sales estimates, appropriations and FTE authority for the Department of Motor Vehicles including $175,000,000 in general revenue for registration and titling system replacement and authority for additional FTEs, amendments related to TxDOT capital and rider changes, and agency‑specific budget and rider amendments across the Texas Workforce Commission and other agencies.
Senator West asked for clarification about an item on page 18 concerning funding for the Texas Workforce Commission to reduce an EEOC‑type complaint backlog; LBB staff confirmed the agency used a figure of 1,500 complaints to justify a renewed funding request after one‑time funds from a prior session expired.
Senator Nichols moved adoption of the Article 7 work‑group recommendations. With no objections, the committee adopted the package by voice vote.
