County board approves parking variance and solar accessory use for cold storage facility in Manteno Township

The Kankakee County Board approved a zoning variance for an industrial cold storage facility in Manteno Township during its March 11 meeting.
Dan (county staff) read a resolution related to ZBA Case 20-413 and Ben, planning department staff, explained the proposal. The owner, Andrew Holdings LLC, with applicant Pigish Engineering Inc., requested a variance for off-street parking at a site in Section 23 of Manteno Township. Ben said the existing consolidated parcel currently has 92 parking spaces but that, under the county ordinance, the site would require 192 spaces for the proposed uses.
Ben told the board the applicant first proposed 38 spaces, then increased the proposal to 97 spaces after review by the zoning board and the planning, zoning and appeals committee. Ben said the site typically has about 22 persons on site per shift; the planning staff estimated 44 persons during a shift change and concluded that 97 spaces would better match operations. He also said much of the south lot will be occupied by a solar installation that will power the plant, which constrained the location for additional parking.
Ben said the Zoning Board of Appeals approved the variance on a 4โ0 vote and the PZA committee later supported it. The county board then moved to approve the resolution; Mr. Lowey moved, and Ms. Monday seconded. Chair called a voice vote; the motion carried.
The resolution and the planning presentation cite parking counts and the site's proposed building additions and office area. No related permit conditions or post-approval requirements were read into the record at the meeting.
