Jason Rebsher, the developer's representative with Barge Design Solutions, told commissioners the project is intended as a walkable, mixed-use neighborhood with residential, commercial and recreational space and a boulevard connecting Highway 49 and Highway 431.
The proposal would be developed in phases and the applicant anticipates full buildout would take about 15 to 20 years. Rebsher said the annexation application covers approximately 475 acres contiguous with the city and that, combined with 37 acres already inside Springfield, the development area being zoned as the Vesper Village specific plan totals about 512 acres. Rebsher said the specific-plan zoning ties a master development plan to the land and that the plan includes sidewalks, bike lanes, trails and an extension of the greenway into MLK Park.
Why it matters: The plan is large enough to reshape traffic patterns, school enrollment and utility demand in parts of Springfield and Roberts County. Residents, business owners and elected officials used the public hearing and the commission discussion to press for clearer answers about stormwater controls, sewer capacity, traffic modeling and the effect on local schools.
