City awards cured‑in‑place sewer lining contract for phase‑one repairs

The New Richmond City Council voted to award a cured‑in‑place pipe (CIPP) lining contract to VISISU Sewer, approving an all‑in package the city described as cleaning, television inspection, cutting protruding laterals, lining and post‑installation televising.
Staff explained CIPP is a trenchless method that inserts and cures a sleeve inside the existing pipe to restore structural integrity without excavation. Staff said identified areas include sections with root intrusions and alley locations unlikely to be reconstructed soon; many pipes in the identified corridor are about 100 years old and are suitable for lining.
The low bid yielded a per‑foot cost of about $38, and staff recommended awarding the approximately $86,943 contract for the work identified in phase one. Staff said typical lining thickness is less than half an inch and that manufacturers describe useful lifespans of 50 years or longer.
Councilors asked about shutdowns and bypass pumping; staff said the contractor will perform bypass pumping during installations and that installations are typically completed in daily sections to avoid overnight bypassing. Staff said the city plans to continue lining roughly 2,000–2,500 linear feet per year in coming years as part of a phased preservation program.
The council approved the award on a recorded roll call.
