Commission approves preliminary plat for 210-unit apartment development off Mockingbird Lane

The Johnson City Regional Planning Commission on March 11 approved a preliminary plat for a two-lot subdivision served by a new public road and sidewalks that will support a proposed 210-unit apartment development off Mockingbird Lane.

Planner Riley Putney told commissioners the parcel is zoned R5 and requires no rezoning. The plan calls for two lots separated by a new public street built to local standards, sidewalks on both sides of the new road and along Mockingbird Lane, walking trails, a pavilion and picnic areas. Putney said utilities are already available to the site.

Putney said staff recommends approval because the preliminary plat meets requirements of the subdivision ordinance and local road and sidewalk standards. Commissioners said the project represents appropriate infill for the corridor; one commissioner described the development as completing the corridor and an "appropriate space for density."

A motion to approve the preliminary plat passed unanimously on roll call: Commissioner Aldridge, yes; Commissioner Cooper, yes; Commissioner Dutton, yes; Commissioner Goodson, yes; Commissioner Kelly, yes; Commissioner Williams, yes; Chairman Degenhardt, yes.

The approval is for the preliminary plat only; Putney reiterated this is not a site plan and that exact building locations and final site details will be set as the project moves through civil and site-plan review.
