Kane County committee approves multiple procurement and budget items, tables building-management hires after public push to pause

Kane County’s Administration Committee approved a series of procurement and budget measures on Wednesday, March 12, while tabling a proposal to add three building-management positions after public callers urged a hiring pause as a tax referendum approaches.

The committee, chaired by Chris Kias, voted to authorize contracts and budget adjustments that committee staff said are covered by existing line items or special funds. Among the approvals: additional spending for elevator repairs at the Judicial Center, the purchase of three Ford F-350 chassis for the Division of Transportation, renewal or extension of several cooperative purchasing arrangements and temporary-staff provider contracts, and a $205,179.62 reimbursement to the Kane County Sheriff’s Office related to a 2023 administration-wing construction project.

The actions come as several residents at the meeting’s public-comment period urged the committee to pause hiring and discretionary spending while a county sales-tax referendum is on the ballot. Michelle Betag of St. Charles told the committee, “this makes absolutely 0 sense,” and urged fiscal restraint. Brian Anderson and Janine Mayer also asked the committee to pause hiring decisions until later this spring and requested clearer baseline figures for current public-safety spending.

Roger Fonstock, executive director for building management, described the items staff brought forward as corrections, routine renewals or repairs. On the elevator repair item, Fonstock said the work requires replacing a drive and that the county has budgeted line items to cover the $66,893 increase staff requested. Fonstock told the committee the parts were ordered and scheduled to be installed within weeks.

Chief Ed Kaddish of the Kane County Sheriff’s Office explained a vehicle purchase for a Department of Children and Family Services (DCFS) liaison deputy: DCFS will fully fund the deputy’s salary, benefits and vehicle upfitting. Chief Kaddish said the vehicle will be a marked unit stationed at the DCFS office in Aurora and that the state (not federal) funds cover the cost.

Chief Judge Robert Villa addressed the committee near the end of the meeting and urged elected officials to prioritize maintenance for county facilities. “Maintenance is probably 1 of the better ways to make that happen,” Villa said, arguing that deferred maintenance can create far larger costs later and that reliable court operations depend on functioning building systems.
