City Administrator Warwick said the $23,625 agreement covers production work only; printing costs were estimated by staff at $15,000–$20,000 and the book will be sold for $60, according to the coauthor who spoke at the meeting, Amanda Seligman. The organizers said the larger event budget for the anniversary is $100,000 and they expect to remain under that budget.
Capital and contract actions taken that evening included:
- Awarding the 2025 road resurfacing low bid to Stark Pavement (low bid $5,532,198) and the 2025 alley rehabilitation low bid to Always Contractors (low bid $467,523.50). Council authorized execution of those agreements after staff said combined design and construction engineering and contingency leave the overall program just under budget.
- Awarding the 2025 Glendale Drainage Way Clearing Project to Blaze Landscape Contracting for $48,000; staff said the work clears trees and brush on drainage ways to prevent yard flooding and recommended the base bid, which includes removal of dead trees.
- Authorizing a construction engineering agreement with Clark Dietz for capital improvement projects not to exceed $144,000 (approximately $64,000 for road resurfacing and $80,000 for alley rehabilitation).
Other procedural and scheduling items included postponing the annual bond counsel review and the parameters resolution to a March 24 meeting so staff and bond counsel can reconcile numbers; and setting the first 2025 Board of Review meeting for Monday, June 9, 2025, at 4 p.m., as requested by the clerk, Megan Umitz.
Votes: motions to accept low bids, enter contracts and confirm the production agreement were moved and seconded from the dais and carried by voice vote or roll call as noted by the deputy clerk. The council recorded roll-call tallies for several items; no detailed roll-call list was provided in the packet for each motion beyond the clerk’s announcements at the meeting.
The meeting ended with committee and staff reports, including a schedule of 75th-anniversary community events and a reminder about a public informational session on a private property infiltration program scheduled for the next evening.
