The House Judiciary Committee voted 14-0 to give Senate Bill 2288 a "do pass" recommendation. The bill would allow veterans’ organizations to apply up to 20% of net proceeds to the cost of food and beverages sold at club facilities.
Supporters said the limit ties the allowance to a measurable cost and prevents the money from being used for other operating expenses. Representative Olsen, who moved the motion for a do pass, said the food-and-beverage cap serves as a practical limiter: "I view them tying it to the food and beverage cost as really the other limiter on it."
Committee members said a 40% allowance was pitched by some advocates but was not the sponsor’s requested number. "I wouldn't be opposed to 40%, but on the other hand, like you said, you could have asked for that," the chairman said during discussion. Committee members also noted that menu prices would still apply to patrons; the change affects how a club may allocate net proceeds.
The motion to "do pass" was made by Representative Olsen and seconded by Representative Johnston. The roll call showed unanimous support, 14 to 0, and Representative Johnston volunteered to carry the bill.
