Lebanon approves multiple police policy updates including body-worn camera guidance

The Lebanon Board of Works on March 10 approved a package of updates to Lebanon Police Department policies that includes a new body-worn camera policy, revised detention-time guidance reflecting a state statutory change, a new timekeeping system for officers, and revisions to the department's use-of-force and vehicle-pursuit policies.
Major Hood, of the Lebanon Police Department, presented the changes and said the body-worn camera policy is largely a renaming of prior language about portable audio/video equipment to the more familiar term “body worn cameras.” He described the workforce management change as a departmental shift to a scheduling and timekeeping platform officers can access by desktop or phone.
The updates also reflect a change in state law on detention time: “8 to 24 hours for certain acts,” Major Hood said, clarifying that detainees are kept at the Boone County Jail rather than in local holding. On use of force, Hood said the department's language now mirrors the statewide policy on deadly force. The vehicle-pursuit policy was revised to remove a fixed numeric cap on the number of units involved; Hood told the board supervisors should limit vehicles but decide based on the situation rather than a hard limit.
Board members asked clarifying questions during the presentation; no public speakers addressed the policies. After discussion, a board member moved to approve the updates and another seconded. The board voted by voice and the chair declared the motion approved.
The approved packet of updates will be incorporated into the department's policy manual and implemented administratively.
Major Hood concluded his presentation by noting the department's recent training and operational activity that informed the updates, and the board closed the item with the approval vote.
