Council approves development agreement, renews city liability and cyber insurance, reappoints zoning board member

An amended ordinance (No. 8-2025) authorizing a development agreement between the city and LSB 7 Hills LLC passed on third reading and was declared an emergency. The ordinance directs the mayor to enter into a development agreement concerning a portion of real property described in an attached exhibit A and states the measure is necessary as an emergency.
