The map, staff said, would increase the number of buildings eligible for state designation incentives by roughly 1,250 in downtowns and village centers and by about 13,000 buildings in the broader set of eligible areas — a total the presenter described as about "38.5% of the region's buildings, in total, so 17,000 buildings in total would have access to these benefits or an additional 13,000 buildings." Logan noted the work responds to a change in state law intended to preserve Vermont’s historic settlement pattern of compact villages and urban centers separated by rural countryside.
Why it matters: the new mapping categories are linked to Act 181’s changes and to how municipalities could qualify for Act 250 exemptions. If a municipality qualifies and chooses to opt in, some projects inside mapped areas could avoid Act 250 review entirely (tier 1a) or receive partial exemptions for developments up to 50 units (tier 1b). That change can shift regulatory and financial incentives for where larger housing and commercial development occurs.
