Trustees briefed on policy-review process as staff outline Carnegie remodel, Pickleweed closure and community partnerships

Library staff presented the board with a three-stage process to review and update all public-facing policies and also delivered a series of operational updates at the March 11 San Rafael Board of Library Trustees meeting.

Policy review: staff described an inclusive process that began with a staff-wide review, will move through supervisory and city-attorney review, and will end with formal board consideration and staff training. Staff said the library consolidated current and draft policies on a single tracking spreadsheet and incorporated examples from other libraries.

Staff emphasized that some policies will be straightforward while others will require more work; the unattended-children policy was flagged as a high priority and a likely early item for board review. Staff also said the library must update its collection development policy to add language required by a recently passed state law; staff said that update must be completed before the end of the year.

Suspension and appeals: trustees raised concerns about the appeals process in the current suspension policy, noting requirements such as mailed notices and letter-based appeals may pose barriers for patrons without reliable contact information. Staff indicated the city attorney will review appeals language and that permanent suspensions may be the only ones subject to formal appeal under current rules.

Facilities and projects: staff reported the Carnegie remodel is on track for construction completion in June and targeted reopening in July, with council action required for large furniture and mobile shelving purchases and for increasing architect and contractor agreements. The Pickleweed Library was scheduled for an August closure to begin its renovation; staff said the general contractor bid process would likely start in April with an award in July.

Terralinda plan: staff said a draft Terralinda parking and community-center enhancement plan, which will go to City Council, includes a second-story library as an optional element. The plan is posted on the city website and would reorient the site to create a better entry between the park and adjacent businesses.

Partnerships and programs: staff said the library is partnering with the San Francisco Giants for a public-library night on April 7 offering discounted tickets; $5 from each ticket sale goes to a library fund. Staff also noted recent outreach including school partnership work for the library card project and staff travel to present bilingual book-club programming at a conference in San Diego/Tijuana.

Ending Staff said they will present updated policies to the board as soon as drafts are ready and will return with more details on renovation procurement and community engagement timelines.
