The changes are intended to clarify program scope, better protect CRA funds and encourage durable private investment in redevelopment corridors.
NMCRA staff said the façade grant will focus solely on exterior improvements, require a five-year maintenance agreement (up from three years), limit eligibility to street-facing businesses and create a preapproved contractor pool.
