The House Economic Development, Banking, Insurance, and Commerce Committee on Oct. 12 voted to release HR 1, a bill to create a task force aimed at identifying ways to shorten and simplify the regulatory and permitting process for small “starter” restaurants and other small food-preparation operations.
Proponents told the committee the initiative targets businesses moving from food trucks or catering into small brick-and-mortar locations, often 1,200–1,500 square feet, where fixed equipment costs (for example, hoods and fire suppression systems) and the same regulatory inspections that apply to much larger restaurants can make openings economically infeasible.
