Stormwater fund: Lake Bluff staff say fund is on track; trunk project fronted pending reimbursements and grants

The committee reviewed the stormwater fund on March 10. Staff said the stormwater utility has been collecting fees since July 2023 and that the village has used the fund to begin planned work while continuing to seek grants and reimbursements.
Bettina said "we are still chasing other money to help really fund this project, the the big the deep tunnel and all the straws," and noted credits requested by property owners have been awarded as anticipated. Staff recapped that a near-term storm trunk project is included in the capital plan and that $2.4 million of the $3.9 million was expected to be reimbursed by the county; the remaining roughly $1.5 million would be the village's permanent share.
Staff said some grant funding is reimbursable rather than upfront and that the village is preparing an intergovernmental agreement for county reimbursement. The committee discussed phasing, bond funding for later years, and continuing to pursue federal and state grants (including an Army Corps or Protect grant) to reduce the village's net outlay.
Ending: Staff concluded that the stormwater fund plan is working as anticipated, will support near-term work and that staff will return with the intergovernmental agreement and additional grant updates for Board consideration.
