The Village of Lake Bluff Finance Committee on March 10 reviewed the Vehicle Equipment Replacement Fund, a dedicated replacement fund staff calls the VERF, and discussed a cluster of planned technology and equipment purchases.
A staff presenter summarized the packet: "the biggest expenditures in this fund other than the purchase of the squad car ... virtualization of the phone system, migration to 365 for Office, BSNA Cloud Upgrade ... the computer switches ... and the ZOLL monitor replacement for the Fire Department." The list also includes access control upgrades for the public safety center, body-worn camera purchases, license-plate-recognition (LPR) imaging technology and related camera installs.
Committee members probed details and costs. Staff said some estimates are on the high side and dependent on license tiers and final procurement choices. Discussants noted the cloud migration will improve remote access but raised questions about performance trade-offs and which services should remain local to preserve resilience in the event of network outages. The committee asked staff to confirm specific hardware-vs-license budgeting questions raised during the review.
Fire-apparatus funding was discussed as a long-term, high-cost item. Staff called the apparatus line a placeholder and explained delivery times for new apparatus now run "anywhere to 3 to 5 years for delivery." The village has previously cooperated regionally on apparatus procurement and staff said they are discussing options and saving toward the likely higher current price.
