Council authorizes $60,574 amendment to on-call contract for CDBG-funded stormwater master plan

The Clear Lake City Council voted unanimously on Feb. 20 to authorize a $60,574.47 amendment to the city's on-call engineering contract with California Engineering to complete a Community Development Block Grant (CDBG)-funded stormwater master plan.

Director Laban explained staff solicited proposals for on-call engineering services and that individual contracts carry a $200,000 not-to-exceed limit. The city had previously contracted with a different consultant to prepare the stormwater master plan but terminated that agreement for nonperformance, Director Laban said. The work needed includes an inventory of the city's stormwater system, capacity assessment and a capital improvement plan, with documentation to integrate into the county GIS program.

City Manager Flora said the engineer who had worked on the project for the previous contractor now works for California Engineering, making the firm a practical choice to finish the work quickly and economically. "...the main engineer that was working for previous contractor on this project, is now employed by California engineering company," Flora said.

Councilmember Downey moved the authorization; Councilmember Hooten seconded and the motion passed with a unanimous roll-call vote.

Staff noted that any contract amount exceeding $200,000 requires a written amendment for the city to proceed; the requested amendment is $60,574.47. No public comment was received on the item.

The council action directs staff to execute the amendment with California Engineering and continue project work under the CDBG funding program.
