Clearlake awards abandoned vehicle abatement contract to Alvarez Performance LLC

The Clearlake City Council unanimously authorized the city manager to execute a contract with Alvarez Performance LLC to provide towing, storage, dismantling and disposal services under the city’s Abandoned Vehicle Abatement (AVA) program.
“On December 3rd we issued a notice inviting bids,” City staff said, explaining the contract covers a wide range of vehicles, from passenger cars to boats and recreational vehicles up to 45 feet long. Staff reported Alvarez Performance was the lowest responsive bidder across the contract’s task categories and came in substantially below the other responsive bidder, All in 1 Auto.
Staff explained that the city budgets an annual amount for towing and abatement; this year’s allocation was about $50,000. The AVA funding from the state is distributed through the county and varies by tow volume and local population; staff estimated roughly $3,000 per quarter could be expected from that source but noted the city’s direct budgetary allocation covers the bulk of the program costs.
Council members asked how many vehicles are towed yearly; staff said totals vary by year and budget, with “on the low end, over a hundred to several hundred,” depending on funds available. Vice Mayor Slooten noted the contract will save money on standard vehicle tows compared with the prior contract, where All in 1 charged about $250 per tow and Alvarez proposed about $100 per tow.
Council Member Downey moved to award the contract; Vice Mayor Slooten seconded. The motion passed unanimously.
