Committee backs Francisco Abad for full voting seat on Lawrence zoning board

The Personnel Committee voted to forward a favorable recommendation to the full council for the reappointment of Francisco Abad to a full voting membership on the Lawrence Zoning Board.
Director McCarthy introduced Abad as a candidate who has served as an associate member of the planning board since May 2022 and is being nominated to a full voting seat. "Mr. Abad has been an active member of the planning board for the last three years," Director McCarthy told the committee.
Abad told the committee he moved to the United States from the Dominican Republic in 1996, is a Lawrence High alumnus and that serving on the planning board has been "a great experience." The committee asked for a small clerical correction after noticing the certificate of oath omitted the city name in the address field; the city attorney advised the certificate should be corrected but that the omission did not bar the committee from making a recommendation.
A motion to send item 83-25 with a favorable recommendation was made by Councilor Luzon and seconded by Councilor Santiago; the committee voted in favor. Committee members directed staff to coordinate with the city clerk to correct the oath certificate's city field for the record prior to finalization at full council.
Abad's term as described in the packet would run through Dec. 30, 2028. The committee took no additional conditions on the recommendation and the reappointment will proceed to the full council for final confirmation.
