Pender County Schools staff outline draft vision, mission, core values and third-grade reading target in strategic-plan update

Pender County Schools staff updated the board March 11 on the district's strategic planning process, describing a draft vision, mission, four core values and early priority goals.
Mr. Taylor told the board the process began in September and that the district is in stage 3 of development. He presented a draft vision—"empowering each student to discover and pursue their own path to success"—and a mission draft that staff summarized as providing learning experiences that equip every student to achieve their potential and enrich their community. Staff proposed four core values: excellence, integrity, innovation and connection.
As examples of draft strategic priorities and goals, staff presented an academic goal slide that read (verbatim from the draft slide): "By 02/1930 PCS will provide targeted academic support to increase third grade reading proficiency from 50 to 70 while also reducing achievement gaps." Mr. Taylor and staff said the slide content is draft language intended to illustrate the type of measurable goals and that the steering committee and cabinet input will continue to refine the wording and timelines. Staff described sample strategies such as evidence-based literacy interventions in pre-K–2 (including structured phonics instruction and high-dosage tutoring) and said staff will develop monitoring plans in May and June.
Board members were invited to send additional input to staff and to attend the strategic planning committee meeting. Staff said they will return to the board in May with a more complete draft and a monitoring plan for board review.
