Council approves $80,256 manhole lining contract; staff opts for epoxy option

The Speedway Town Council voted 3-0 on March 10 to approve a quote from Cooley Construction to epoxy-line 25 aging sewer manholes in the town's older neighborhoods.
Town Manager Grant Kleinhans described the manholes as primarily brick structures in the older Main Street area whose mortar has cracked and begun to leak. "So untreated water gets into the system, and we don't wanna treat water that doesn't need to be treated," Kleinhans said. He said staff received three responses to the RFP and that the low quote from Cooley Construction for the epoxy option was $80,256; the other quotes were about $87,000 and $91,000.
Kleinhans recommended the epoxy option, saying it is more watertight and will extend the life of the manholes. "To get for $25,000 divided by 25 manholes, a thousand extra dollars to get us basically, I would say, another 30, maybe 40 years is very much worth the extra cost," he told the council.
Philip Faust asked which quote was approved; Kleinhans clarified the approved quote was the Cooley Construction bid of $80,256. Kleinhans said the town had budgeted $55,000 for the work and noted savings elsewhere in the wastewater budget that would cover the difference. He said the 25 manholes selected are mostly in the older Speedway neighborhood between Crawfordsville Road and 10th Street east of Lyndhurst and that the town has roughly 375 manholes in total.
Counselor Sean Harold moved to approve the Cooley Construction quote; Counselor Sarah Gardner seconded. The motion passed 3-0.
