MID KINGS RIVER GSA — At a March 11, 2025 special meeting, the Mid Kings River Groundwater Sustainability Agency received an update from its general manager on stakeholder committee activity, preliminary regional talks on subsidence and the agency’s fiscal status.
The general manager said the Stakeholder Advisory Committee has been meeting weekly since January to review the history of the Groundwater Sustainability Plan prepared last April, to discuss sustainable management criteria, projects, management actions and the required annual reports. “It looks like we will have at least 2, but possibly 4 of the existing policies being brought before your board this next month,” the general manager said.
The general manager also said he has been meeting with general managers from adjacent subbasins — the Tule Subbasin, Tulare Lake Subbasin and Cahuilla Subbasin — to discuss potential regional approaches to address subsidence. He characterized those conversations as preliminary but said there is interest in pursuing a regional subsidence monitoring and action plan because actions by one GSA could affect neighboring subbasins’ ability to address subsidence.
On finances, the general manager said fiscal staff are working to determine the GSA’s financial status and that staff will soon present a detailed record. He said the County of Kings and the City of Hanford have been advancing funds to the GSA as loans to pay consultants for engineering and plan-development work, and that those loans are anticipated to be reimbursed over time once the GSA holds an election referenced in the meeting as a "Prop 02/18 election" to begin collecting stakeholder fees.
The general manager said he plans to begin a budget discussion with the board in the coming months and expected the board would have more financial information at its next meeting.
