MID KINGS RIVER GSA — The Mid Kings River Groundwater Sustainability Agency on March 11, 2025 authorized the release of a request for proposals to procure a consultant to develop an online well registration, reporting and monitoring system that could also support future billing for fees.
The board’s authorization follows a unanimous recommendation from the agency’s Stakeholder Advisory Committee, which at a Feb. 10 meeting voted to request that the board begin the RFP process so the software can be developed and made available as soon as practicable.
General Manager (unnamed) said the online system “will be foundational for our GSA” and outlined how the system would be hosted. “It will not be on county computers. It’ll be in the cloud, and, therefore, whomever is in charge of this GSA will have full access,” the general manager said. He added the system would likely be maintained on a monthly-fee basis under a consultant contract.
The Stakeholder Advisory Committee will serve as the review committee for bids and will provide the board with a recommended consultant if the board moves forward with the RFP. The general manager said the well registration policy itself is one of the policies the committee expects to bring back to the board next month with recommended changes.
The general manager also discussed financing: agencies have been forwarding and loaning money to the GSA to pay consultants for engineering work, plan development and systems. Those loans, he said, are expected to be reimbursed over time once the GSA holds a future election to begin collecting fees from stakeholders — referenced in the meeting as a “Prop 02/18 election.” The general manager said reimbursement to the County of Kings and the City of Hanford would not be instantaneous but would be tracked by fiscal staff.
