Commissioners briefed on chip seal procurement, East Canyon View slide repair project and annex flood remediation change order

Public works and facilities staff updated the Board of Commissioners on routine maintenance procurement, a road-stabilization project and a facilities change order tied to recent flood damage.

Public works said it placed a consent item on the agenda seeking purchase and delivery of approximately 12,680 tons of aggregate for the county’s chip-seal program. Staff said deliveries will be made to four county shops and that freight costs and the low bidder’s location will affect total cost; leftover material is typically estimated at a 5% pit loss and used for parking lots or other county maintenance. Commissioners asked whether current contracts with suppliers such as StoreDoll (and the entity that acquired it, referenced in the discussion) would be affected; staff said legal is reviewing contract-assignment questions.

County Engineer Susan Eugene briefed the board on Resolution item No. 6, establishing County Road Project 818 for the East Canyon View Drive slide-repair project. Eugene said a roadway began sliding away at the end of February; the county’s architect and geotechnical consultant have completed initial examinations and the resolution establishes the project number and formal project setup so staff can proceed with detailed design and mitigation plans if the settlement continues to threaten the roadway.

Finance Director Matthew McPherson presented a change-order request related to flood remediation at the county annex. The contractor, Prestige Northwest Construction Services, completed mitigation but discovered asbestos and lead in floor tiles and other materials not included in the original scope. McPherson said the change order totals $23,007.46, bringing the revised contract estimate to $153,003.51 (the original emergency authorization was $140,000). Staff said the county will seek recovery from the roofing vendor responsible for the leak that caused the flooding; if recovery from the vendor is unsuccessful, the county’s risk pool will assist with a property claim.

Facilities staff also summarized the capital improvements fund and its near-term projects: the fund is supported by REET and planned transfers from the general fund and ARPA for specific items such as a Hall of Justice HVAC system. Major projects are budgeted in the multi-million-dollar range; staff said much project activity will show up later in the year as work begins.
