Councilors reviewed a revised memorandum of understanding and contract language intended to add zoning, plan review and engineering services to a previously negotiated agreement with SafeSport (described in materials as a service provider for building and inspection work).
Officials said the revised agreement adds services (zoning, plan review and engineering) that the village had not included in an earlier draft and that staff expect to forward the updated contract for council review. The council noted it had not yet passed fee legislation tied to the agreement and that some items will require further review.
Separately, councilors discussed a local option to have a retired building official, Jim Camp, work part time to help implement the village’s building‑department operations and mentor the existing staff member (named Matt in the meeting). Supporters said an experienced local official could provide continuity and on‑the‑ground implementation instead of relying on larger third‑party contractors that sometimes assign temporary personnel.
Council also reviewed an ordinance to contract with a local group (described in the agenda as the Newark group) to administer industrial waste discharge permitting and fees; staff said the contract had been signed by the vendor and that council would see the ordinance in a subsequent meeting. No emergency passage was taken.
Council asked staff to circulate the revised SafeSport agreement and associated fee schedule for formal review and scheduled follow‑up on building‑department staffing options.
