Council discusses organized field trips to public works sites; staff to schedule

Public Works staff outlined a proposal on March 11 for a series of council field trips to municipal public works sites including the wastewater treatment plant (pre-construction), Lift Station 5, the East Side booster station and its solar array, the public works yard and fleet shop, and the existing water tower.
The presenter, Mr. McAndrews, said engineers and the contractor (Apollo) on the wastewater and lift station projects were willing to participate in tours and that the city had prepared two general approaches: one-day tours that visit multiple sites in a single morning or afternoon, or multiple short tours spread over weeks to accommodate schedules.
Council members offered scheduling preferences. Council Member Jessup and Council Member Williams both requested roughly a month’s notice; Jessup preferred two shorter sessions and Williams said a month’s notice would let them arrange other obligations. Council Member Cleveland favored clumping sites into a single visit and scheduling about a month out. Council Member Espinosa suggested offering the same tour on two different days (for example, Tuesday and Thursday) so members who could not attend a specific date would have an alternate option.
McAndrews said daytime weekday hours were preferred for most tours, though staff could accommodate after-hours requests if needed. He also suggested offering duplicate sessions might allow staff to split participants into two smaller groups and avoid creating a meeting quorum for every tour.
No formal action was taken. Staff will plan tours based on council feedback, provide at least one month’s notice and return with a proposed schedule and logistics for approval.
